Apparently the new interim rule change proposed by the Department of Defense (DoD), the General Services Administration (GSA), and the National Aeronautics and Space Administration (NASA) on March 16, 2011, for sole source contracts did not go far enough to satisfy Sen. Claire McCaskill, D-Mo., chairwoman of the Senate Subcommittee on Contracting Oversight.

Last week, the Secretary of Defense issued a Memorandum detailing the recommendations resulting from study groups commissioned in August of 2010, to develop initiatives designed to reduce duplication, overhead and excess, and instill a culture of savings and cost accountability across the Department of Defense.  As a result of these study groups, numerous cost saving measures are planned.
